Three steps for REG 31
California REG 31 only works when the verifier category is accepted for the exact reason DMV requested verification.
The verifier needs the vehicle physically available and the supporting title/registration context.
If the case is restricted, do not pay a private verifier to sign a form DMV will reject.
Who fills it out
An authorized verifier category accepted for the transaction, which may include DMV, CHP, licensed vehicle verifier, peace officer, auto club employee, or another category allowed by California rules.
Who signs it
The verifier who personally inspected the vehicle and is allowed to complete the verification for that transaction.
Where it is submitted
Submit with the California title or registration packet that required the verification.
Common mistakes
- Using a verifier who is not allowed for the vehicle type or issue.
- Leaving VIN or odometer details incomplete.
- Treating the form as a notarized statement instead of an inspection record.
If REG 31 is rejected
Get the reject reason precise enough to fix the next version. Ask:
Was the problem the form version, a blank field, the wrong signer, a VIN/name mismatch, missing title evidence, missing lien release, or the odometer disclosure?
