California commonly requires vehicle verification for out-of-state vehicles, missing records, and certain corrections. REG 31 is the form, but who may complete it depends on the vehicle and the reason.

Official alternatives in California
Useful when the case is ordinary and DMV can complete or review the verification.
Often relevant when the file involves restricted identification-number issues, missing labels, or cases DMV routes out of the normal verifier channel.
Useful for eligible cases when the verifier can show California authority and the vehicle is available.
Mobile verifier or official office?
Ordinary request, vehicle available, provider can name their authority, and the official source allows that category.
Paperwork was already rejected, the reason is unclear, or California DMV needs to decide which category applies.
Missing/altered VIN, assigned number, salvage/rebuilt history, special vehicle type, or law-enforcement requirement.
When a private verifier may not help
- Assuming every mobile verifier can handle every vehicle.
- Showing up without the vehicle physically available.
- Treating REG 31 like a notary form instead of a vehicle inspection record.
Red flags
- They claim they can handle every VIN problem without asking why California DMV requested verification.
- They cannot name the form, signer category, license basis, or official source.
- They say a VIN photo is enough when the state asked for an inspection.
- They ignore title brands, missing labels, assigned-number issues, trailers, motorcycles, salvage/rebuilt status, or out-of-state cases.
